No, the Kanto starters (Bulbasaur, Charmander, and Squirtle) are not considered legendary starters. Legendary starters typically refer to special Pokémon that are considered rare and powerful, such as the Johto starters (Cyndaquil, Totodile, and Chikorita) or the Sinnoh starters (Turtwig, Chimchar, and Piplup). The Kanto starters are iconic and popular choices for trainers, but they are not classified as legendary Pokémon. **

The starter Pokémon in Kanto are Bulbasaur, Charmander, and Squirtle. These three Pokémon are the initial choices given to new trainers by Professor Oak in the Kanto region. Each of these starter Pokémon evolves into powerful and iconic Pokémon - Bulbasaur into Ivysaur and then Venusaur, Charmander into Charmeleon and then Charizard, and Squirtle into Wartortle and then Blastoise. These Pokémon are some of the most beloved and well-known in the Pokémon franchise. **

In Pokémon Diamond, the regions represented are Sinnoh, which is the main region where the game takes place, and Johto and Hoenn, which can be accessed through special events or by transferring Pokémon from other games. Kanto is not directly represented in Pokémon Diamond, but some Kanto Pokémon can be obtained through trading or transferring from previous games. Hoenn is also represented in Pokémon Diamond through the inclusion of some Hoenn Pokémon that can be found in the Sinnoh region. **
